The Meeting was held in the period of September 11-12, 2019 in Kiev, Ukraine. The Meeting was hosted by the National Institute of Ukraine. The Meeting was attended by the representatives of: Armenia, Belarus, Bosnia and Herzegovina, Georgia, Cuba, Moldova, Germany, Slovakia, Tajikistan, Ukraine and Uzbekistan.
The Meeting was chaired by Mr. Peter Ulbig from PTB (Institute for Metrology of Germany).
The first day of the Meeting was dedicated to a seminar on defining the period of reverification, where all the participants presented practice in their countries and how they defined the periods of reverification. The main topics of the seminar were related to the reasons for possible changes in the periods of reverification, competencies and oversight of the measuring instruments that were verified and feedback on the number of defective measuring instruments. The representative of Germany presented the application of ILAC-G24 / OIML D10, which refers to the guidelines for determining the calibration intervals of measuring instruments, or the possible application of this document in determining the period of reverification.
The representative of Belarus presented the application of GOST 27.410-97 standard on methods of monitoring reliability indicators and plans of reliability testing (ГОСТ 27.410-87 - Методы контроля показателей надежности и планы контрольных испытаний на надежность), as well as the application of the document WELMEC 5.3 which is a guide for risk assessment in market surveillance (Risk Assessment Guide for Market Surveillance).
The second day of the Meeting was devoted to the regular activities of the TK2 Technical Committee, that is, to the 19th TK2 Meeting. A strategic plan for the period of 2020-2025 year was presented, mainly addressing the future status of COOMET as a possible legal entity, method of financing and membership fees for COOMET members. After more than 30 years of financial support for the work of COOMET by the German Ministry for Economic Development and Cooperation, this financial assistance from Germany ceases in the year 2021.
The activity plan for the period of 2019-2020 year was revised and progress was made on the work of projects initiated within COOMET TK.2 and sub-groups of this Committee were presented. Particular attention was paid to the harmonization of regulations and standards in the application of the concept of measuring uncertainty in the assessment of compliance in legal metrology, based on OIML G19 guideline. It is suggested to hold a seminar next year at COOMET TK.2.
COOMET is interested in working with the WELMEC organization, so some WELMEC guidelines have been considered and translated into Russian as the official language of the COOMET organization. One of the WELMEC documents currently being translated is WELMEC 7.2 "Software Guide" (2015).
The COOMET community is increasingly interested in regulating and controlling medical devices with measuring function, especially through the work of SC 2.2 subcommittee ("Technologies of Measuring Devices and Systems in Legal Metrology").
The Chairman of TK 2 asked the representative of Bosnia and Herzegovina to prepare a report on the work of the WELMEC organization for the next meeting.
Each of the participating countries presented progress in the development of legal metrology compared to last year's Meeting.
The next Meeting will be held in September (14-18), 2020, when a seminar on the role of measurement uncertainty in legal metrology will be held. The location of the Meeting will be subsequently determined.
