The meeting was held in the period September 30-October 2, 2019, in Gebze, Turkey, hosted by the Institute of Metrology of Turkey (TÜBITAK UME). Representatives of Azerbaijan, Belarus, Bosnia and Herzegovina, Georgia, Kazakhstan, Moldova, Germany, Russia, Slovakia, Turkey, Ukraine and Uzbekistan attended the meeting. The meeting was chaired by Mrs. Natalia Muravskaya.

At this meeting, 6 institutes from Belarus (BelGIM), Kazakhstan (KazInMetr), Russia (VNIIOFI, VNIIMS and UNIIM) and Ukraine (Ukrmetrteststandard) had a presentation of the quality system. The presentations related only to information on the implementation of the ISO 17034 standard - General requirements for the competence of reference material producers in accordance with the latest edition of that standard.

All Institutes successfully presented their quality management systems and gained the trust of the members of the COOMET Technical Committee for Quality and Forum.

Information related to quality from the JCRB meeting wwre also presented. At the last JCRB meeting held in Dubai in September 2019, a questionnaire was prepared which must be filled in by all RMOs to clarify how the recognition of the quality management system for their NMI / DI members takes place. All RMOs must respond to this questionnaire by February 2020. A revision of the CIPM MRA-G-02 “Guidelines for Monitoring and Reporting on the Operation of Quality Systems by RMOs” - Guidelines for the Monitoring and Reporting of Quality System Activities by the RMO, was also announced. The topic of the JCRB meeting was also the hybrid comparisons proposed by APMP. Basically, no RMO has declared itself against this idea, but to further work on this issue, COOMET has required a presentation of detailed way of performing these hybrid comparisons, to whom they are intended and what is the ultimate purpose,

At the next meeting that is to be held in March 2020, the system will defend 9 NMIs/ DIs. It was also suggested that COOMET associate members who defend their quality management systems through other RMOs (such as the Institute of Metrology of BiH) should present their QMS informatively. Due to the many NMIs / DIs who have to present their quality management system according to the new edition of ISO 17025, it is necessary to hold all meetings in 2020.
