Bilateral and regional projects
Cooperation with the European Commission
CARDS projects of support:
  • CARDS 2002-2006 Regional project for the quality infrastructure, conducted for the Western Balkan countries by the European Committee for Standardization (CEN).
IPA projects of support:
  • IPA 2007 “Strengthening of the Metrology system in BiH”, realised in 2009 & 2010
  • IPA 2008 “Development of Infrastructure of Metrology system in B&H”, realised in 2010, with additional funds from national contribution from Government of B&H
Projects IPA 2007 and IPA 2008 enabled successful establishment of the base of national standards in B&H. The project IPA 2007 covered one – year of technical assistance, including transfer of knowledge in B&H and study visits to other NMIs in EU, support in technical specification for procurement of equipment, preparation of the draft for the new legal framework for metrology in B&H, as well as preparation of Strategic plan for the National metrological system in B&H (2010.-2015.). The procurement of equipment for the establishment of the base of national standards was realized in the field of mass, temperature, humidity, frequency, electrical quantitites, pressure, hardness, volume, density and viscosity.
Some standards have been established and maintained in partner laboratories. The standard for hardness has been established in the partner laboratory „Orao a.d.“, Bijeljina, and the standards for some electrical quantitites have been established in the laboratory of partner company „Mikroelektronika d.o.o.“ Banja Luka. The project also covered the establishment of the Laboratory for the gas flow (partner laboratory „Sarajevogas d.o.o.“ Sarajevo) and the establishment of the Laboratory for the heat energy (partner laboratory „Toplane d.o.o.“ Sarajevo).
  • IPA 2008 Regional Project on nuclear safety and radiation protection „ Establishment of a calibration laboratory for ionising radiation (Secondary Standard Dosimetry Laboratory)“ was implemented and Laboratory SSDL in Banja Luka was opened 29 September 2014.
  • IPA 2011 Regional Project for Quality Infrastructure of the West Balkan countries and Turkey.
Other regional projects:
  • 2015 - 2018. Regional project for the quality infrastructure in the Western Balkan, funded by Swedish organization SIDA.
IAEA international projects of technical cooperation
  • BOH9009 ˝Maintenance of integral management system and capabilities of the regulatory body and strengthening of capabilities of the laboratory for dosimetry was implemented during 2018 and 2019.
This project consisted of two components - transfer of knowledge and donation of additional equipment for roentgen radiation for IMBIH SSDL. This equipment is going to provide establishment of roentgen qualities (N - series and RQR - series) which have been used for calibrations in the field of protection from radiation and diagnostic radiology. Transfer of knowledge included education of the stuff and study visits to other laboratories.
  • BOH2019006 “The support to the use of radiative - process technologies in the country, together with the improvement of the calibration (SSDL) laboratory”
This project aims to improvement and broadening of metrology capabilities of the laboratory in the field of diagnostic radiology. It has been officially approved for the period 2020 - 2021.
Bilateral cooperation with the Republic of Slovenia
Cooperation with the Government of Republic of Slovenia was realized through the cooperation with the Centre for International Cooperation and Development (CMSR) and project coordinator, Institute of Metals and Technology (IMT).
  • 2008 - 2009. - Establishment of Laboratory for pressure and vacuum in IMBIH (the opening of the laboratory in IMBIH, Sarajevo).
  • 2010 - 2012. Capacity building of IMBIH:
    • Laboratory for electrical quantities (established in IMBIH, Sarajevo)
    • Laboratory for time and frequency (established in IMBIH, Sarajevo)
    • Laboratory for testing of electricity meters (established in partner laboratory Mikroelektronika a.d., Banja Luka)
    • Laboratory for testing of EMC (established in partner laboratory Mikroelektronika a.d., Banja Luka).
  • 2014 - 2017. - Strengthening of metrology infrastructure in chemistry in fields of fuels and environment
  • Laboratory for Chemistry - testing of liquid petroleum fuels and micropollutants in the enviroment (established in IMBIH, Sarajevo)
  • Accredited body for the control of quality and quantity of liquid petroleum fuels (established in partner laboratory Herkon d.o.o. Mostar)
Bilateral cooperation with the Federal Republic of Germany
Cooperation with the Government of Federal Republic of Germany has been realized through the cooperation with the national metrology institute of Republic of Germany, PTB (Physikalisch-Technische Bundesanstalt) with activities funded by the Federal Ministry for Economic Cooperation and Development (BMZ).
  • 2006 - 2013. - The cooperation with PTB started in 2006 by establishing the Focus group on Facilitating National Metrology Infrastructure Development within EURAMET association.
This group was active until 2013 and funded by PTB. It covered the financial costs for the participating Western Balkan countries. Activities of this group included trainings and other aspects of transfer of knowledge.
  • 2015 - 2017. “Strengthening Metrology and Quality Infrastructure in Bosnia and Herzegovina” (2015. - 2017.).
The main focus was strengthening the metrology system in B&H and development of measurement capabilities and expertise through study visits from PTB experts and study visits to other laboratories. This support contributed to the results as new CMCs (calibration and measurement capabilities) were published in different fields (el. quantities, times and frequency, temperature and pressure) and to DAKKs accreditation according to ISO/IEC 17043 for Proficiency testing in precious metals. This support also covered development of supervisory methods of pre-packaging products for the entities' institutions.
  • 2019 - 2021 - Regional Consultancy Fund for Quality Infrastructure (SEE QI Fund) (2019- 2021), which has bilateral component for the cooperation with B&H and Albania. This project has continued the cooperation between PTB and IMBIH through expertise support and improvement of the laboratories of IMBIH.
Bilateral cooperation with the Czech Republic
The main focus of the project was to strengthen the capacity of IMBiH through the procurement of equipment and knowledge transfer by CMI experts. This assistance contributed to the procurement of new equipment for laboratories, training of laboratory staff and development of measurement procedures, which increased expertise and enabled the publication of new CMCs in various fields.
  • 2014 - 2016. - „Expansion of the capacity of the Institute of Metrology of Bosnia and Herzegovina“.
This was the first project realized under development cooperation projects between the Government of the Czech Republic and Bosnia and Herzegovina.
The project supported IMBiH laboratories:
  • Laboratoty for electrical quantities
  • Laboratory for time and frequency
  • Laboratory for volume and flow (quantity of liquid fuels)
  • Laboratory for volume and flow (quantity of gaseous fuels)
  • Laboratory for chemistry (quality of gaseous fuels).
Support projects for the Institute of Metrology of Bosnia and Herzegovina in the framework of development cooperation between the Government of the Czech Republic and Bosnia and Herzegovina are funded by the Czech Development Agency (CDA) and implemented in IMBiH by the Czech Metrology Institute (CMI).
  • 2017 - 2019. „Expansion of the capacity and services of the Institute of Metrology BiH II“
In the contect of already completed project this project was based on the requirements of IMBiH regarding the aditional extension of its capacities and services. As integral part of the project is the support for the promotion of IMBiH services among potential and existing clients. Therefore, the following has been supported:
  • Setup of the system of communication with existing and potential IMBiH clients, including evaluation of its effectiveness
  • Specific communication activities and promotional activities with selected and potential IMBIH clients in the form of consultations/trainings and sharing the good practice
  • Marketing and implementation of Quality Management System (QMS).
The project supported IMBIH laboratories:
  • Laboratory for time and frequency
  • Laboratory for quantity of liquid fuels
  • Laboratory of volume and flow (quantity of gaseous fuels)
  • Laboratory for chemistry (quality of liquid fuels and lubricants)
  • Laboratory for mass and related quantities (density of liquids other than water)
  • Laboratory for ionizing radiation
  • 2020 - 2022. „Expansion of capacities and services of the Institute of Metrology of BiH III“
The goal of the Project is to further strengthen the technical and professional capacities of the Institute of Metrology of Bosnia and Herzegovina (IMBiH), and to improve and raise the profile of the Institute's services, and more efficient cooperation with the academy to prevent young experts from leaving the country..
In order to effectively achieve the goal, the project is divided into 3 parts:
  • focus on the technical capacity of the IMBiH laboratories through the procurement of equipment and knowledge transfer by CMI expert
  • focus on strengthening the capacity of IMBiH laboratories and deepening cooperation with local universities
  • focus on external communication with clients and potential clients and promotion of IMBiH services which is directly related to the first and second part of the project
